为满足排污企业随时到达拍卖平台投标和随时离开拍卖平台的需求，借助网上拍卖的思想设计了一种适用于排污权初始分配的多单位网上拍卖机制。理论分析表明：该机制不仅能在完全未知将来投标序列的情况下，立即对当前投标做出分配和支付的决策，而且可吸引排污企业自愿参与，激励排污企业报告真实的到达时间、单位治污成本及离开时间，实现公平有效的排污权初始分配。最后，通过算例说明了多单位网上拍卖机制在排污权初始分配中的运用。

In order to deal with the polluters'requests of dynamic arrival and departure ,this paper designs a multi-unit online auction mechanism for initial allocation of emission permits based on the idea of online auction .The theoretical analysis shows that the mech‐anism can not only make allocation and payment decisions immediately about each bid as it is revealed without the knowledge of bids who will subsequently arrive ,but also can attract polluters to volunteer for the auction and incentive each polluter to declare his truthful arrival time ,average cost of pollution treatment and depart time ,thus realizing the fair and efficient allocation of initial emis‐sion permits .Finally ,a numerical example is given to show how to apply the multi-unit online auction mechanism in the initial alloca‐tion of emission permits .
