清水营煤矿煤层属于“三软”煤层,井田内各煤层煤尘均具有爆炸危险性,煤层均属易自燃煤层,矿井正常涌水量较大,矿井水文地质复杂。针对矿井主要灾害类型,并结合煤层赋存条件,在井下建立紧急避险系统,设有独立的供氧、空气净化、供水、通讯系统及人员生存保障系统。当主要灾害发生时,给井下作业人员提供安全、可靠的避险场所,这对保护井下作业人员生命安全具有重要意义。
