地方医学院校在制定章程时,应当体现地方医学院校的特点,坚持服务地方的办学理念,利用所在地方资源,广泛听取地方各方面意见;体现地方医学院校人才培养、学科建设、科学研究、文化传承与创新社会服务方面的特点.同时,地方医学院校章程还需要体现医学行业特色,坚持人才培养标准化理念、理顺院校与附属医院的关系、规定协同育人的体制机制、构建适宜的治理体系.不仅如此,地方医学院校还应当勇于创新,突破“地方”局限性,坚持解放思想、更新观念,大胆改革、突破创新,政校分开、管办分离,制定体现地方特点、行业特色鲜明的章程.

Regional medical colleges are supposed to demonstrate their local characteristics in constitution design.On the one hand,they must adhere to the training principle of serving the local people,utilize the local resources,and be open to the local comments;on the other hand,they need to demonstrate their characteristics in talent training,discipline construction,scientific research,cultural continuity,and innovative social service.Apart from this,the regional medical colleges also need to demonstrate their medical professional characteristics:adhere to the standardized principle in talent training,straighten out the relationships between college and their attached hospitals,develop the mechanism of collaborative training,and construct an appropriate governing system.In addition to the above,the regional medical colleges should innovate to break the "local" limitations,emancipate their minds to renew ideas,reform to be innovative,and separate the administration from education,in order to make a constitution with both local and professional characteristics.
