新农合经过多年的推广实施，现已获得广覆盖面、高参合率的良好势头。但是农村的医疗费支出不断攀升，农民的疾病风险负担有增无减。在几乎没有商业保险公司参与的农村医疗服务市场，其服务的供需双方必定存在信息的不对称。对于农民而言，随着其缴费水平的增加，其住院预期远远超出自费医疗时期，新农合基金的支出持续增加。农民缴费的道德风险在药价攀升背景下也有增无减。农民的新农合缴费水平究竟在多大程度上刺激其医疗费用的膨胀还值得研究，从2004－2013年的数据中分析农民缴费的道德风险系数对于控制农村日益增加的医疗卫生费用意义重大。

After years of promotion and implementation of the new rural cooperative medical system , which has achieved good results of extensive coverage and high participation rate .But rural medical expenditure are rising , the risk of disease burden of farm-ers increased.Because almost no business insurance company took part in the rural medical service market , both the supply and de-mand of medical care service are in the information asymmetry .For farmers, with the increase of payment level , they expected lon-ger hospitalization,and the fund spending by the state continues to increase due to the rise of drug price The moral risk of payment is more obvious .How much level of NCMS payment stimulus the increase of the medical expenses is worthy of studying , The meas-urement of moral risk coefficient for NCMS payment has a great significance in controlling the increasing medical cost .
