研究政府在社会体育组织市场化运营过程中给予其经营权的创新方案：政府放权，实行管办分离，将体育产业交给社会体育组织并让其在市场经济中运营发展，解决当今场馆闲置、政府财政支出不足、体育人口增长缓慢等问题；在社会体育组织自身发展上也可以获得一定的改革创新，缩减注册时间、实行多元化合作、加大监管力度，这些都是为了更好的服务于我国体育产业的发展。

This paper is to study an innovative scheme that the government gives the right of operation during the social athletic organization carries out market operation: the government decentralization, separate government-run, the sports industry being handed over to the social sports organizations and developing in a market economy, solving the problem of today's stadiums, insuffient government expenditure and slow sports population growth; the social sports organizations can also get some reform and innovation for it's development, reducing the registration time, the implementation of diversified cooperation, strengthening supervision,which are in order to provide better service to our country sports industry.
