Lack of effective external quality evidence is a defect of national education examination fair monitoring index system. This not only restricts the improvement of enrollment fairness, but also affects the authority and credibility of the enrollment fairness. The cause of the problem is the essence of education testing service attributes, lack of awareness. To solve this problem, the enrollment fair should be judged from the point of service objects, the national education examination fairness monitoring index system should be enhanced, and the positive effect of monitoring enrollment fairness should be improved.
