通过对油气长输管道项目用地性质特点的分析，并以风城稠油外输管道项目为案例进行实证研究，全面剖析了案例管道工程建设对土地损毁的特点，针对其特点探讨了损毁土地的复垦措施。从案例分析结果来看，油气长输管道项目损毁土地呈线性，涉及用地类别复杂多样，复垦范围主要为管道施工作业带的临时用地区域。由于油气长输管道项目用地性质具有特殊性，确定其复垦土地利用方向及植被措施时应综合考虑其限制性规定，复垦措施的选择及复垦计划的制定应紧密结合管道敷设工艺和施工进度安排，并要符合油气长输管道工程有关设计、施工及验收规范的要求。
通過對油氣長輸管道項目用地性質特點的分析，併以風城稠油外輸管道項目為案例進行實證研究，全麵剖析瞭案例管道工程建設對土地損燬的特點，針對其特點探討瞭損燬土地的複墾措施。從案例分析結果來看，油氣長輸管道項目損燬土地呈線性，涉及用地類彆複雜多樣，複墾範圍主要為管道施工作業帶的臨時用地區域。由于油氣長輸管道項目用地性質具有特殊性，確定其複墾土地利用方嚮及植被措施時應綜閤攷慮其限製性規定，複墾措施的選擇及複墾計劃的製定應緊密結閤管道敷設工藝和施工進度安排，併要符閤油氣長輸管道工程有關設計、施工及驗收規範的要求。

This paper analyzes roundly the characteristics of land damaged by heavy oil transportation pipeline project in Fengcheng. On this basis, it discusses the reclamation measures for these damaged lands. The case study shows that the land damaged by oil and gas long distance pipeline project is in a linear fashion, with complicated category of land. And the reclamation area is mainly the temporary land used by pipeline construction. With the unique characteristics of land uses, we should take into account the restrictive rules of oil and gas long distance pipeline project when we determine its land use direction of reclamation and vegetation measures. Furthermore, selecting measures for land reclamation and working out reclamation schemes must be closely in according to the pipelines laid and the pace of construction, as well as in line with the demand for relevant design, construction and acceptance criteria relating oil and gas long distance pipeline project.
