资源、环境、气候等生态问题与地域紧密联系，地方立法是生态文明制度建设中不容忽视的重要组成部分，以动态的、过程的视角观察地方立法活动与成果中对生态保护理念的贯彻程度具有现实意义。从2007年获批准“全国资源节约型和环境友好型社会建设综合配套改革试验区”以来，湖北省地方立法的生态化进程逐步推进，在立法意向、价值诉求、内容方面通过立法计划及实施情况、立法目的及制度内容都有体现，但还存在立法计划与实现力度不匹配，地方人民代表大会发挥作用不充分，立法缺少系统性以及对法律责任规定不够具体等问题，立法生态化的推进有必要以加强国土资源领域的立法生态化为着力点。

Ecological problems such as resources, environment and climate are closely related to the region. Local legislation is the major constituents in the development of systems to underpin ecological progress. Therefore, the notion of ecological protection should be carried out in the regional departments legislating. Since “national comprehensive reforming and experimenting district of resource-conserving and environment-friendly society construction” was approved in 2007, the ecological progress in Hubei province has gradually improved in the local legislation. The ecology has been relfected in legislative intention, value proposition, legislative plan and implementation, legislative purpose and contents of the system. However, there are some problems: legislation plan and the efforts of implementation are mismatched; the local people's congress does not fully play its role; the legislation is not systematic; and the law responsibility is lack of speciifcity. Therefore, it is argued that it will be necessary to enhance efforts to focus on the ecology in the legislation of land and resources ifeld.
