大中型水库移民后期扶持政策实施8年以来，对移民的扶持取得了阶段性的成功。通过对唐山市大中型水库移民后期扶持政策实施情况的调查，发现后期扶持政策在该市的实施取得了移民收入不断提高、移民生产生活条件不断改善、移民和安置区社会整体处于稳定状态等目标性效果，同时也产生了促进移民家庭内部和谐、项目扶持陷入困境、强化了移民特殊身份等非目标性效果，并对政策目标产生了积极或消极的影响，最后提出按照不同年龄结构设置不同后扶直补资金办法、后期扶持重心要平稳转移、发挥政府的主导作用等相关建议来减少或消除非目标性效果对后扶政策目标实现的消极作用。

The late-stage supporting policy for large-medium-size reservoir resettlement has been implemented for 8 years, and it has obtained a periodical success in supporting the resettlement.The implementation of the late-stage supporting policy for large-medium-size reservoir resettlement in Tangshan city was investigated, and it was found that the implementation of this policy obtained some targeted effects, such as increasing the resettlement’ s income, improving the resettlement’ s production and living conditions, and promoting the social stability of resettlement region.The implementation of this policy in Tangshan city also acquired several non-targeted effects, such as promoting the resettlement’ s family harmony, making the project get into trouble, strengthe-ning the resettlement’ s special identity, which had positive or negative impacts on the goals of the policy.In order to reduce or elim-inate the negative impacts of these non -targeted effects on the goals of late-stage supporting policy , we proposed the following advi-ses:setting various methods for granting late-stage supporting directly-supplied fund according to different age structures, smoothly transferring the core of late-stage supporting policy, and exerting the government’ s leading function.
