《国家中长期教育改革和发展规划纲要（2010-2020）》提出建设国家教育标准体系，《高职学校专业教学标准》的发布为高职园艺技术专业人才培养标准的研究提供了重要依据。在界定高职园艺技术专业人才培养标准的内涵和分析高职园艺技术专业人才培养标准制定依据的基础上，提出了园艺技术专业人才培养紧紧围绕专业人才培养目标，满足行业发展和职业岗位对人才知识、能力和素质的具体标准。
《國傢中長期教育改革和髮展規劃綱要（2010-2020）》提齣建設國傢教育標準體繫，《高職學校專業教學標準》的髮佈為高職園藝技術專業人纔培養標準的研究提供瞭重要依據。在界定高職園藝技術專業人纔培養標準的內涵和分析高職園藝技術專業人纔培養標準製定依據的基礎上，提齣瞭園藝技術專業人纔培養緊緊圍繞專業人纔培養目標，滿足行業髮展和職業崗位對人纔知識、能力和素質的具體標準。
《국가중장기교육개혁화발전규화강요（2010-2020）》제출건설국가교육표준체계，《고직학교전업교학표준》적발포위고직완예기술전업인재배양표준적연구제공료중요의거。재계정고직완예기술전업인재배양표준적내함화분석고직완예기술전업인재배양표준제정의거적기출상，제출료완예기술전업인재배양긴긴위요전업인재배양목표，만족행업발전화직업강위대인재지식、능력화소질적구체표준。
The Outline of National Medium-and Long-Term Program for Education Reform and Development (2010-2020) proposed to set up a standardised system for the nation's education, among which Teaching Standards for Higher Vocational Schools came as an important foundation of studying the fostering standard for horticultural techniques talents in higher vocational colleges. On the basis of defining its connotation and analyzing its determinants, the paper noted that talents training of horticultural techniques talents should be closely bound up with the objective of talent training and meet the specific requirments by the industry development and the professional positions for talents in aspects of knowledge, ability and quality.
