底层知识青年问题是当前值得我们特别重视的一个问题。他们主要由一些有一定文化知识和见识，但没有被纳入国家体制内，没有稳定工作，生活漂泊的年轻人组成。由于其相对剥夺感较强，近几年一直是我国群体性事件的主要参与者，成为影响社会稳定的一个巨变量。党的十八届三中全会提出，推进国家治理体系和治理能力的现代化，探索多元共治新路径，这为进一步做好底层知识青年工作提供了良好契机和崭新视角，我们借此可以更新观念，创造性地做好青年工作。
