为了研究如何基于ISO9001标准持续改进医院质量管理体系,发挥其有效性。介绍了某医院2009年至2012年依据ISO9001标准进行持续医院质量改进的做法,并以其资料为具体实例,阐述了医院质量方针和质量目标,以及通过其审核结果、数据分析、纠正措施和预防措施及管理评审所进行的持续质量改进运行过程。其质量方针符合医院发展的需要,质量目标基本实现,总目标完成率92.5%,分解目标完成率96.0%;通过内部审核发现医疗服务过程的策划和运行方面的问题最多,分别占40.63%和53.85%,针对问题及时采取了纠正措施和预防措施;在持续质量改进中对相应文件作了及时改进和常规改进,使医院质量管理体系相关文件不断完善;形成了良好的医院质量文化;医院稳步发展。并阐明领导重视、发挥骨干作用、全员参与以及综合运用持续改进方法,正确评估持续改进的效果,坚持不懈地持续改进,就能取得质量改进的良好效果。

The paper aims to study how to continuously improve the quality management system of hospital and maintain its effectiveness based on ISO 9001 standards. The paper introduces the practice of a hospital in continuous quality improvement based on ISO 9001 standards from 2009 to 2012 and by taking its data as speciifc example, elaborates the hospital’s policy and objectives of quality, as well as its process of continuous quality improvement by means of result audit, data analysis, corrective and preventive measures, and management review. Its quality policy complies with the needs of hospital development, and its quality objectives have been basically achieved, with the overall goal accomplished by 92.5%and decomposed objectives by 96.0%;the planning and operation of medical service process were found by internal audit to have the most problems, amounting to 40.63%and 53.85%respectively, but corresponding corrective and preventive measures have been taken;corresponding documents were timely and conventionally improved during the continuous quality improvement to constantly complete the documents pertinent to the quality management system of hospital;a sound quality culture of hospital has been formed;and the hospital is developing with a steady pace. Good results of quality improvement can be reached with the attention and backbone function of leaders, all staff participation, comprehensive application of continuous improvement methods, correct evaluation of continuous improvement effect, and persistent implementation of continuous improvement.
