介绍了浙江省卫生计生委以实施药品零差率为切入点的公立医院综合改革为契机，以实施医疗服务阳光用药工程和抗菌药物临床应用专项督查为手段，从依托信息化技术、规范医疗服务行为、完善药事管理质量控制体系以及开展培训等多方面入手，使全省的合理用药工作落到实处，提高了整体临床用药服务水平。

Taking the opportunity of comprehensive public hospital reform with the implementation of zero-profit drug policy as a focal point, the Health and Family Planning Commission of Zhejiang Province properly puts rational drug use into practice throughout Zhejiang and promotes the overall level of clinical medication and service by taking Sunshine Medication Project of Medical Service and special supervision of clinical antibacterial drug use as approaches and starting with multiple aspects of relying upon information technology, standardizing medical service practice, completing the quality control system for pharmacy administration, and carrying out training.
