基于科研经费管理的视角，分析了制约科研经费使用效益以及经费管理缺失的原因，提出科研经费“U”型管理模式，旨在探索尊重科学研究的基本运行规律和科研活动的客观需求，匹配灵活有效的科研经费管理制度，切实发挥科研经费应有的作用，解决制约科研经费有效使用瓶颈的途径。
基于科研經費管理的視角，分析瞭製約科研經費使用效益以及經費管理缺失的原因，提齣科研經費“U”型管理模式，旨在探索尊重科學研究的基本運行規律和科研活動的客觀需求，匹配靈活有效的科研經費管理製度，切實髮揮科研經費應有的作用，解決製約科研經費有效使用瓶頸的途徑。
기우과연경비관리적시각，분석료제약과연경비사용효익이급경비관리결실적원인，제출과연경비“U”형관리모식，지재탐색존중과학연구적기본운행규률화과연활동적객관수구，필배령활유효적과연경비관리제도，절실발휘과연경비응유적작용，해결제약과연경비유효사용병경적도경。
From the perspective of scientific research funds management ,this paper puts forward U‐type management mode based on the analysis of the factors w hich restricts the utility efficiency of scientific research funds and the reasons why there is no funds management .This is to explore the basic rules of scientific research and the objective needs of scientific research activities and w ork out a flexible and ef‐fective scientific research management system so as to fully play the due role of scientific research funds and solve the problems w hich restrict the utility efficiency of scientific research funds .
