低碳经济是目前全世界经济发展研究领域一个热点问题,但由于区域的差异,低碳经济的发展程度也各不相同。论文运用数据包络法(DEA法),结合1978~2012年的相关数据,对云南省发展低碳经济的效率进行了评价。结果表明:(1)云南省低碳经济发展的效率整体水平较好,但在技术层面存在一定的欠缺;(2)所有非DEA有效的年份,都表现出着投入冗余。从投入的角度看,能源消耗量的投入冗余率最大,且投入指标的冗余率均呈现出先上升后下降的趋势。从产出指标上看,GDP和CO2排放量的倒数不存在产出不足,这说明了随着GDP的增长,云南省的CO2排放量也日益增加。本文从能源结构、现有产业进行优化和升级、资源配置和提高要素使用效率方面提出了相应的对策和建议。

Low carbon economy is a hot issue in the world economic development research at present,but it varies in develop-ment level due to regional differences.Based on relevant data of Yunnan Province from 1978-2010,this paper evaluates the de-velopment of the low carbon economy in this area by using the data envelopment analysis (DEA).The results show that:(1 ) The efficiency of the development is not bad on the whole,but there are still problems such as scale bottleneck and lack of tech-nology.(2)There are input redundancy in non-DEA valid years.From the investment point of view,the energy consumption in the amount of redundancy is the biggest,and the input redundancy rate shows a downward trend after the first rise.In output in-dicators,there is no output deficiency in reciprocity of GDP and CO2 emissions,which shows that with the increase of GDP, CO2 emissions in Yunnan province is increasing.Finally,corresponding countermeasures and suggestions are put forward in en-ergy structure,optimization and upgrading of existing industry,allocation of resources and improving efficiency in the use of vari-ous factors.
