转型时代的乡村治理，反映着官治与自治观念围绕公民权利、集团利益与公共利益展开的多层次、全方位的博弈。为抵制维稳思维下层出不穷的公权肆虐、适当控制日益泛滥的维权行动而缓和社会各层级之间的矛盾与冲突，整个社会都需要继续接受现代政治文明的洗礼，在廓清权利与权力伦理的基础上，寻求具体现实的改善可能。从权利与权力的自然伦理这个角度切入，可以培养公民权利意识，这是失序的乡村社会迫切需要重建的核心价值。这种重建无法全面移植现代性的全部文化条件，也不可能完全无视中国传统的乡土秩序，而应该是一个扬弃与取舍的选择过程。

The rural governance in the era of social transformation reflects the multi-leveled and com-prehensive game playing in concepts about civil rights,group interests and public interests between official governance and self-governance.To resist power wreaking havoc endlessly under the thinking of social sta-bility,it is necessary to control appropriately the proliferation of activism and ease social contradictions and conflicts in the all levels.The whole society needs to continually accept the baptism of modern political civ-ilization,and search for the improvement of the concrete reality on the basis of the expurgation of rights and power ethics.From the natural ethics of rights and power,we can cultivate consciousness on civil rights,which is the core value of the rural society urgently needed to be rebuilt.The reconstruction cannot be completed by transplanting all culture conditions of modernity from the outside world while ignoring the Chinese traditional local order.
