运用15个细分行业2004-2012年的面板数据对FDI的技术溢出效应进行实证研究，发现三资企业的R&D经费投入对内资企业专利产出产生了明显的抑制效应，而其R&D人员投入则在一定程度上提升了内资企业的新产品研发和市场化能力。综合来看，“以市场换技术”战略可能收到了相反的效果，中国利用外资的政策应该进行战略性调整。

The paper made an empirical study on the technology spillover effect of FDI , using the panel data of 15 industrial sectors from the year 2004 to 2012, and found that R&D expenditure of foreign funded enterprises has significant restraining effect on the patent production ability of domestic enterprises, while their R&D personnel input promoted domestic enterprise ’s ability of developing and marketization of new products. On the whole, China’s strategy, trading domestic market for technology, probably has got a reverse effect, and policies of utilizing foreign investment should be adjusted.
