Two-level internal governance is of great importance for the development of a modern university. This paper discussed the target, pattern and access for the application of the two-level governance to a university. The main parameters were analyzed in light of the formation of full motivation mechanism to develop a characterized university. The ideal paradigm and its approaches were proposed to deepen the two-level internal governance.
