农村群体性突发事件是影响农村社会稳定的重要因素，而预警工作则是治理农村群体性突发事件的首要环节。针对山东T市农村的实际情况，调研发现农村群体性突发事件预警工作非常态化，政府排查力度不够、农民反映问题难、农村社会控制弱化等因素阻碍着预警工作常态化开展。为有效转变预警工作状态，使预警工作保持常态化，须以信息运行为核心，拓宽民众利益诉求渠道，协调各种力量参与预警工作，确保及时发出预警提示，减少或避免农村群体性突发事件的发生。

Rural mass incidents are the important factor affecting social stability in the countryside , and early warning is the first link in the governance of rural group events .According to the actual situation in the countryside of T city in Shandong province ,the survey finds the early warning of unexpected mass incidents in rural areas has not been normalized .The inadequate intensity of government investigation , farmers'difficulties in reflecting problems,and weak rural social control are the factors hindering the normalization of early warning .In order to change the state of early warning and keep it normalized , to reduce or avoid the occurrence of unexpected group events in rural areas ,the operation of information should be taken as the core;demand channels of public interests should be broadened;various forces should be coordinated and participate in early warning;timely warning prompt should be ensured .
