西周初年，王国领土从渭水流域一隅向东沿黄河大幅度推进，据有华夏文明的腹地和原商人的王畿。为适应扩大后的空间治理需要，周人在坚持都丰、镐的同时，在新版图的中心营建新都洛邑。在这个过程中，周人的“德治”政治理念，对择定洛邑起到了一定的作用。
西週初年，王國領土從渭水流域一隅嚮東沿黃河大幅度推進，據有華夏文明的腹地和原商人的王畿。為適應擴大後的空間治理需要，週人在堅持都豐、鎬的同時，在新版圖的中心營建新都洛邑。在這箇過程中，週人的“德治”政治理唸，對擇定洛邑起到瞭一定的作用。
서주초년，왕국령토종위수류역일우향동연황하대폭도추진，거유화하문명적복지화원상인적왕기。위괄응확대후적공간치리수요，주인재견지도봉、호적동시，재신판도적중심영건신도락읍。재저개과정중，주인적“덕치”정치이념，대택정락읍기도료일정적작용。
In early Western Zhou Dynasty,the territory of the kingdom expanded from Wei River basin along the Yellow River,the hinterland of Shang Dynasty and Chinese ancient civilization.The Western Zhou Court constructed Luoyi as another capital in the center of its new territory besides the original capitals of Feng and Hao in order to meet the need of spatial governance.In this process,the political idea of “rule by virtue”played a great effect on the choice of Luoyi as its capital.
