警察巡逻执法综合化的权责规制是警察巡逻执法综合化发展过程中必须解决的核心问题。针对各国警察巡逻执法都有“预防制止犯罪，维护社会治安，救助服务民众”的三个必不可少的共同职责，在警察巡逻执法综合化权责的规制中，要遵循职责与权力对等、打击与防范并重、巡逻与办案兼顾的原则，在行政处置权、行政强制权、行政处罚权、紧急状态处置权和刑事执法权等方面都应该赋予巡逻警察相应的具体权力。
警察巡邏執法綜閤化的權責規製是警察巡邏執法綜閤化髮展過程中必鬚解決的覈心問題。針對各國警察巡邏執法都有“預防製止犯罪，維護社會治安，救助服務民衆”的三箇必不可少的共同職責，在警察巡邏執法綜閤化權責的規製中，要遵循職責與權力對等、打擊與防範併重、巡邏與辦案兼顧的原則，在行政處置權、行政彊製權、行政處罰權、緊急狀態處置權和刑事執法權等方麵都應該賦予巡邏警察相應的具體權力。
경찰순라집법종합화적권책규제시경찰순라집법종합화발전과정중필수해결적핵심문제。침대각국경찰순라집법도유“예방제지범죄，유호사회치안，구조복무민음”적삼개필불가소적공동직책，재경찰순라집법종합화권책적규제중，요준순직책여권력대등、타격여방범병중、순라여판안겸고적원칙，재행정처치권、행정강제권、행정처벌권、긴급상태처치권화형사집법권등방면도응해부여순라경찰상응적구체권력。
The regulation on the power and duty of the police in law enforcement during patrolling is the major unsolved problem in its comprehensive development .Since preventing crime , protecting the social security and helping the masses are the common duty of the police in different countries during patrolling , we should empower our police on patrol in terms of administrative right of disposal , administrative coercive power , administrative right of penalty , right of disposal under emergence and administrative right of law enforcement , following the principles of having equivalence of duty and power , laying same emphasis on striking and preventing , taking both patrol and cases into account .
