网络虚拟社会是现代传统社会的技术延伸，但其并非法外之地。公安机关作为重要的现代社会治理主体，需要“创造性介入”这个特殊的社会场域。立足“话语”视角，运用现代传播理念和虚拟社会特有的话语体系“介入”网络社会，管理服务网络社区，在网络人才培育、传播载体整合和传播话语内容优化上进行评估、重构和再造，打造理念先进、话语亲民、载体丰富的公安网络话语机制，增强公安机关在网络社会中的存在感及网民中的话语权和公信力。

Network virtual community is the modern technology extension of traditional society, but it is not outside the law. As an important body of modern social governance, the public security organs need to participate in the special social ifeld in a creative way. Based on the perspective of "discourse", this paper uses the modern concept and special discourse system of the virtual society to manage the network society, evaluate, reconstruct, reforge and shape an advanced concept and discourse system and carrier of public security network discourse mechanism in the cultivation of network talents, the integration of transmission carriers and the optimization of discourse content propagation with the aim of promoting the soft power and credibility of the public security organs in the network society.
