A method of road traffic state identification and prediction based on mobile phone signaling was proposed, which is basically able to meet the demands of intelligent transportation construction on wide area, comprehensive, real-time and dynamic data. It is a reliable way to acquire real-time traffic information which is capable of providing traffic condition query and statistical warning analysis. In view of its advantages of less investment and lower maintenance cost, it is suitable to be quickly popularized and applied in second and third-tier cities on a large scale.
