为认真贯彻落实党的十八大和十八届三中全会精神，加强基层服务型党组织建设，当期和今后一定时期内，高职院校可以从转变工作作风、开展群众路线教育实践活动、创新体制机制等方面着手，进一步加强基层党建工作，建设服务型基层党组织，为高等教育改革与发展作出积极贡献。

위인진관철락실당적십팔대화십팔계삼중전회정신，가강기층복무형당조직건설，당기화금후일정시기내，고직원교가이종전변공작작풍、개전군음로선교육실천활동、창신체제궤제등방면착수，진일보가강기층당건공작，건설복무형기층당조직，위고등교육개혁여발전작출적겁공헌。
In order to uncompromisingly implement the spirit of the 18th National Congress of the CPC and the Third Plenary Ses-sion of the 18th Central Committee of the CPC, and strengthen the construction of service-oriented Party organizations at the grass-roots level, for a certain period of time at present and future, higher vocational colleges can start from transforming the style of work, carrying out the mass line education practice and innovat-ing the system and mechanism, in order to further enhance grass-roots Party construction and build grassroots service-oriented Party organizations, thus making a positive contribution to higher vocational education reform and development.
