1949年北平谈判是国民党败退大陆前国共两党最后一次谈判。此次谈判从提出到成行，国共双方都深受苏美对华政策的影响。中国共产党军事上的胜利和发展强大，某种程度上使美国改变了对华政策，即开始对国民党的放弃和袖手旁观，也使斯大林重新审视中国共产党，并坚定了苏联对中共战胜国民党的信心。中国共产党正是利用了较为有利的国际形势，抓住机遇，猛追穷寇，取得了解放战争的胜利。

1949년북평담판시국민당패퇴대륙전국공량당최후일차담판。차차담판종제출도성행，국공쌍방도심수소미대화정책적영향。중국공산당군사상적성리화발전강대，모충정도상사미국개변료대화정책，즉개시대국민당적방기화수수방관，야사사대림중신심시중국공산당，병견정료소련대중공전성국민당적신심。중국공산당정시이용료교위유리적국제형세，조주궤우，맹추궁구，취득료해방전쟁적성리。
The Beiping Negotiation is the last of its kind held between the Chinese Nationalist Party , namely,the Kuomintang ( KMT) , and the Communist Party of China ( CPC) before the KMT forces led by Chiang Kai-shek re-treated to Taiwan after losing the Chinese civil war in 1949 .This negotiation, from its proposal to its enforcement , had been subject to influences from both the United States and the Soviet Union .The expansion and consolidation of the CPC plus its victories in the battlefields had to some extent prompted the United States to shift its policy towards the KMT from being supportive to being indifferent and unconcerned .Meanwhile ,Joseph Stalin , the leader of the Soviet Union , also began to re-examine the CPC and expressed his country ’ s firm confidence in the CPC ’ s triumph over the KMT.Having capitalizing on such favorable international situations and seized historical opportunities , the CPC-led People ’ s Liberation Army finally defeated the KMT-led troops and won the War of Liberation in China .
