依据服务型政府理念，公民是政府的服务对象。服务型政府理念以平衡论为法治理论基础，体现在行政法中就是行政法平等原则。行政法平等原则以行政相对人为本位，即在行政相对人与行政主体地位平等的前提下，强调行政相对人的主体地位。以行政相对人为本位，以行政法平等原则为核心原则，正是建设服务型政府的法治关键。
