通过对河南省唐河县3个典型村庄进行的实地调查，分析当前新型城镇化下农村宅基地退出面临的有利条件和不利因素，并在此基础上，基于推拉理论研究如何建立有利于和谐推动农村住宅建设用地实现集约节约利用的动力机制。研究发现，宅基地闲置违规利用成本太低和对农民向往更加美好生活追求的利益引导不够是影响宅基地利用优化调整的两个主要因素。研究表明：以合情、合理、合法的“推拉式动力”而不是简单的行政强制力，来推动农村宅基地利用的优化调整，更有利于真正实现新农村的内涵建设和城镇化的健康发展；政府可以从“违规违法成本”、“规划调控”、“闲置宅基地管理”、“农村社区环境卫生管理”等几个方面强化推力，从“政策法规的宣传、咨询”、“交通、教育、医疗、卫生等基础服务的改善提高”、“宅基地退出机制以及参与式新型农村社区规划机制的建立”、“合理的安置补偿”等几个方面营造拉力等，来构建“推拉式”农村宅基地退出动力机制。

Using the data from the field investigation on 3 typical villages in Tanghe County ,Henan Province ,the paper analyzes the advantages and disadvantages of rural homestead withdrawal under the background of new pattern urbanization;and on this basis ,the paper further explores the impetus mechanism which could promote the intensively and economically utilization of rural housing construction land in a harmonious way from “push‐pull”theoretical perspective .The results indicate that :two factors mainly affect the optimization and adjustment of homestead use .One is that the idle cost and violating rules cost of homestead are too low ,and the other is that the interest guides based on peasants aspiration for better life are not enough .It is concluded that it would be better for the connotation construction of new countryside and the sound development of urbanization by using fair and reasonable push‐pull power rather than simple and rude coercive force to propel the optimization and adjustment of homestead use .The government should establish the“push‐pull dynamic mechanism” to promote the optimization and adjustment of homestead use .It could intensify the“pushing force”from the cost of violating rules and laws , planning regulation ,management of idle rural residential land and management of rural environmental sanitation .It could create“pulling force” from the publicity and consultation of policies and regulations ,improving the basic services ,establishing the withdrawal mechanism of rural residential land and the participatory planning mechanism of new rural community construction ,reasonable resettlement compensation .
