利用笔者对浙江省杭州市和江西省南昌市两地近240户样本村的问卷调研数据,采用二元Logistic回归模型实证分析影响失地农民征地意愿的因素。研究结果表明:农户是否有非农劳动技能、家庭非农经济收入比重、征地补偿满意度、干群关系、征地后农户对未来生活的预期状况均对失地农户被征地意愿有正向影响,而家庭人口抚养比对失地农户被征地意愿有负向影响。基于上述结论,本文提出应规范农地征用制度,提高征地补偿标准;建立完善失地农民的社会保障机制;鼓励和支持失地农民非农就业,解决失地农民的就业问题;创建新型农村社会干群关系,强化村干部为民谋福利的责任意识等政策建议。

Questionnaire data from nearly 240 sample village households from Hangzhou, Zhejiang province and Nanchang, Jiangxi province are used in a dual logistic regression model to analyze factors affecting the preferences and behavior of farmers during land requisition. The results show that regardless of whether farmers have non-farm labor skils, the proportion of family non-farm income, satisfaction with land expropriation compensation, the relationship between farmers and land appropriation ofifcers, expectations of quality of life after land requisition, which domestic population bring-up ratio, are all negatively affected by land requisition. Based these results, the study suggests better regulation of the farmland expropriation system, improvement of land requisition compensation standards, establishment of social security mechanisms for farmers who have lost land, implementation of support structures to help farmers move into non-agricultural employment, solve their employment problems, creation of new rural social relationships between farmers and land appropriation ofifcers, and strengthening of the responsibility of cadres for farmers’ welfare.
