通过分析土地流转过程中农户与村官的博弈模型，指出流转顺利进行的核心条件为满足农户对土地的估价。同时指出满足该条件的过程涉及了农户与村官、小农经营与规模经营2个矛盾，在矛盾存在的情况下贸然推动流转将会拉高企业经营成本和政府补贴负担，而解决问题的关键在于缓和这2个矛盾。

Based on the expedition in the suburban area of Kaifeng, this paper establishes a model to demonstrate the land transfer game between peasant and village cadre as well as deducting the pivotal condition to facilitate the game. It further discusses how this condition implicates the conflicts of peasant against village official and smallholder management against large scale operation. Problems originated from these conflicts are analyzed previous to proposing possible resolution.
