依据重庆市2013年建成区现状、行政区划和城乡总体规划,运用空间分析方法对重庆市城乡结合部发育阶段进行划分,并在调研基础上指出不同发育阶段存在的土地问题和完善策略。研究表明:重庆市低速、中速、快速和高度城市化乡镇分别占29.55%、27.27%、31.82%和11.36%;城乡结合部不同阶段乡镇土地问题存在明显差异,但它们之间具有内在关联性;低速和中速城市化乡镇的土地问题主要围绕“土地监管”,而后两类乡镇主要围绕“土地征用”;城乡结合部土地管理应注重协调远期利益与近期利益的关系、历史遗留问题与未来趋势把握的关系和城市拓展与培育城郊发展的关系。

Based on the built‐up area of 2013 ,division of administrative areas and U rban‐rural Comprehensive Planning of Chongqing ,this paper identified the different development stages of Chongqing by employing spatial analysis .The main land problems at different stages were uncovered according to the investigation in several typical towns and the improvement strategies were proposed .The results are as follows :urbanization of the towns at low‐speed ,at medium speed ,at fast speed ,and the highly urbanized accounted for 29 .55% ,27 .27% ,31 .82%and 11 .36% ,respectively ;the land problems of towns at different stages are different from each other ,while they have intrinsic relationship;the land problems of low‐speed urbanized and medium‐speed urbanized tow ns are the“land supervision” ,while the other two are mainly the“land expropriation”;the land management of urban fringe should be concerned about the coordinative relationships between long‐term and short‐term interest ,between problems left over from history and the future trend and between the main urban area developments and suburban developments .
