西方后自由主义发展观确立了以人为本的发展目标，聚焦于人的内在，而非外部世界的变革。其出发点不是宏观经济社会的进步，而是主体内在选择能力的提升和主体内在自由的实现。后自由主义将“发展”定义为自由的增进，有助于唤起第三世界国家主体意识的觉醒，这是值得肯定的。但是，如果过分聚焦于个体的内在心理文化因素，而非外部世界的变革，这种后自由主义只能沦为资本主义框架内的修补方案。

The development view of Western post-liberalism sets the human-oriented developmental aim in terms of individual capabilities, focusing on the inner side of human beings rather than the external transformation. This development view is not based on the progress of macro-economic society but on the improvement of the subject’s inner choosing abilities and the realization of the subject’s internal freedom. It is positive that Post-lib-eralism defines the development as the increasing of freedom, which can evoke the subject’s awakening in the colonial or the Third World countries. However, if the individual internal psychological and cultural factors are overemphasized and the external transformation is neglected, the so-called Post-liberalism will inevitably end up being a mending scheme just inside the capitalist framework.
