五胡十六国之际，是民族大融合的重要时期，受秦汉以来“华夷之辨”民族观的影响，胡汉之间的民族矛盾极其尖锐。前秦政权推出了独特的柔性民族政策，使民族矛盾得到缓解。前秦政权能够完成统一北方的功业，与其民族政策的先进性密不可分。可是由于当时民族间的隔阂并未完全消弭，这就注定了柔性民族政策并不能真正地解决当时的民族矛盾。前秦民族政策一方面帮助前秦政权统一了中原，另一方面又注定了统一格局的不稳固性，这种自身的矛盾性决定了前秦政权最后的结局。

The five Hus and the sixteen states period is an important period of National Amalgamation. The ethnic tensions became ex-tremely sharp between Hu-Han affected by the national view of Hua Yi Zhi Bian since Qin and Han Dynasties. The Former Qin launched unique flexible ethnic policies to ease ethnic tensions. The unification of the north and its ethnic policies of advanced nature are inseparable. But owing to the fact that the nation does not completely eliminate the ethnic gap, the flexible ethnic policy was destined to fail to solve the contradiction. Its ethnic policies help the Former Qin unified the central plains on the one hand, however, the instability of the unified regime was unavoidable. The contradiction of itself determined the Former Qin's consequences for failure.
