在加快发展现代职业教育的进程中，政府宏观推动功能的充分发挥非常重要。从总体上看，政府的宏观推动功能主要体现在统筹与协调、建立与完善法律政策两个方面。在具体措施上，政府的统筹协调功能主要体现在统筹协调好职业教育与经济发展的关系，现代职业教育与其他类型教育的关系，现代职业教育体系中各层次之间的关系，现代职业教育发展中规模、速度、质量、效益之间的关系，并协调好职业教育各办学环节等五个方面。建立与完善法律政策的功能，主要体现在指导地方的法律建设、完善职业标准体系和劳动准入制度、建立健全经费投入机制等方面。另外，政府要正确处理好宏观推动与市场引导、社会力量参与和职业院校自主办学之间的关系，以推动政府宏观功能的充分发挥。

In the process of accelerating the development of modern vocational education,the full playing of macro-promoting function of governments is very important.On the whole,the macro-promoting function mainly includes two aspects,i.e.the planning and co-ordination,the establishment and perfection of legal policies.In terms of spe-cific measures,the government’ s planning and coordination includes five aspects such as the planning and coordina-tion of the relationships of vocational education and economic development, modern vocational education and other types of education, different levels of modern vocational education system, scale, speed, quality and benefit of modern vocational education development, and school running of vocational education.The establishment and per-fection of legal policies mainly includes guiding local laws construction, perfecting the vocational qualification sys-tem and labor permit system, establishing and improving the investment system, and so on.In addition, in the process of accelerating the development of modern vocational education,governments should deal with the relations of macro-driving and market-leading,social participation and autonomous running of vocational colleges,in favor of the full playing of macro-promoting function of governments.
