随着军队法人国防知识产权数量的增加，急需建立国防知识产权第三方委托机构，统一管理和处置国防知识产权转移转化工作。在剖析军队法人国防知识产权第三方委托概念和意义的基础上，指出了军队法人国防知识产权第三方委托的问题，并从落实定密解密制度、建立第三方委托机构和健全国防知识产权纠纷处理机制3个方面提出了对策建议。

With increasing amount of national defense intellectual property right (IPR),it’s ur-gently required to build up a third-party commission institution to manage and treat the transfer of na-tional defense IPRs.Based on analysis of the conception and meaning of third-party commission of na-tional defense IPR,the paper points out problems related to the third party commission of national de-fense IPR owned by military legal person and brings forth countermeasures and suggestions in three respects:fulfilling the system of ascertaining and relieving secret level,establishing third party com-mission institution and forming the mechanism of disposing national defense IPR dissension.
