colleges and universities in Shanxi Province%the internationalization of teaching staff%talents of One Belt and One Road
本文以西安交通大学等陕西10所不同层次的高校中留学生师资为调研样本,进行了数据采集与分析,结果表明:留学背景的师资在各层次高校和各学科间的分布,均呈现出不均衡发展态势:留学背景的师资集中在综合型、研究型的重点大学和特色学科;省属地方普通本科院校枝干学科的教师国际化程度偏低;人文学科(专业)的教师国际化程度偏低。其原因和影响是:地区经济落后,制约了高校师资队伍国际化的发展之路;国际化水平偏低,不利于人才培养;高层次师资数量与全国同类院校差距大。陕西及西部地区高校师资国际化的发展路径是:国家和地方政府进一步加强留学教育,从源头上解决师资国际化问题;更新教育理念,多渠道资金注入;加强人文关怀,营造情感氛围;科学定位、错位发展,通过“请进来”,促使国际人才的本土化;“走出去”,促使本土人才的国际化;把师资的国际化放在“一带一路”的战略构想下推进。

This research is based on the data collection and analysis of the proportion of returnee teaching staff of ten colle-ges and universities at different levels in Shanxi Province with Xi’an Jiaotong University as a representative.The result shows an unbalanced distribution of the returnee teachers in different universities and disciplines.Most of them work in the key comprehensive and research-oriented universities and characteristic disciplines,which lead a low degree of teaching staff internationalization in common provincial universities and humanities disciplines caused by the less developed regional economy.The low degree of internationalization of teaching staff hampers the efficient cultivation of talents in west China and broadens the gap between the west universities and other universities in China.There are several solutions to this problem.Namely,they are the encouragement and enforcement of overseas studies,the undated concepts on education and more capital investments,the more favorable environment of humanities in universities,localization of international talents and internationalization of the local talents,and locating the internationalization of teaching staff into the frame-work of “One Belt and One Road”policy.
