网络精品课程是教育教学质量工程的重要一环节，也是高校课程体系建设主要内容。网络精品课程建设离不开高校管理者、课程建设者、开发者以及学习者或使用者，分析了四者之间的关系及相互作用。网络精品课程建设以问题为导向，从四者视角出发，探讨了精品课程建设几点措施，以达到网络精品课程建设的原则和目标。

Fine network course is an important link of quality project of education and teaching, is also the main content of construction of curriculum system in universities and colleges. The construction of fine Network courses can’t go without administrators, curriculum developers and builders, learners and users in universities and colleges, this paper analyzed the relationship amoung the four aspects and their interaction. The construction of network course was oriented by problems and discussed some measures for the construction of excellent courses in the perspective of the four ,hoping to achieve the principle and goal of the construction of network courses.
