以“总体国家安全观”为导向，对普通高校国防教育教学内容进行改革，是新时期“深化国防教育改革”的一个重要的突破口。作为探索，改革应从实际存在的理念、内容体系、目标等方面的脱节问题出发，遵循相关的法理和现实依据，在必修课、选修课、专题讲座等领域展开多路径探索，并通过多方评估验证改革的成果。最后，应探索建立一套教学内容改革的机制，使国防教育做到“因势而谋、应势而动、顺势而为”。

In the new era national defense education teaching content reform guided by "the overall national security con?cept" is an important breakthrough of deepening the reform of national defense education.
