城市医疗环境是城市环境科学的重要组成部分，城市医疗建筑环境应对突发性传染病的防控能力是现代宜居城市环境管控的关键因素。选择模糊综合评价法作为评测工具，运用危机管理理论作为评测基础，评测和分析广州、哈尔滨、苏州3座城市医疗建筑环境对突发性传染病的防控能力。评测包含医疗建筑环境在突发性传染病的预防、救治和恢复的全部过程中的防控指标数据。评测结果表明现阶段城市防控突发性传染病医疗建筑环境的各项指标配置不平衡，总体水平低。建议综合调控医疗建筑环境各部门之间的协同能力，集中城市优势力量均衡配置资源，促进城市医疗建筑环境适应社会健康发展需要，保障城市居民生命安全。

City medical environment is the important part of the city environmental science , and the emergent infectious diseases prevention and control capabilities of city medical architectural environment is the key factor in modern livable city environmental management . Fuzzy comprehensive evaluation method and crisis management analysis method are applied to the evaluation of the emergent infectious diseases prevention and control capabilities of Guangzhou , Harbin and Suzhou in the w hole process of prevention , treatment and reconstruction . The evaluation result shows that the index distribution of medical facility network for emergent infectious disease prevention and control is unbalanced in those cities in present , which causes the overall medical facility network to the low level .Comprehensive system adjustment of different departments and balanced resource distribution are suggested to promote the emergent infectious diseases prevention and control capability of the city medical facility environment , to adapt to the development of the society , to ensure the safety of city residents .
