微博话语权由草根获得还是由精英控制是学界争论的焦点。以国家与市民社会理论为切入点,传统媒体属于国家领域,微博中的精英与草根同属于社会领域,就建构一个良性的国家与社会关系而言,无论是精英抑或草根掌握话语权实质上皆增强了社会相对于国家的整体的话语权,故其话语权之争无关紧要而属于伪问题。国家通过政务微博等方式争夺微博话语权,进而形成微博话语权争夺的“国家精英—社会草根的精英—社会草根的草根”的三元主体格局,其实质为“国家—社会”二元模型,但通过与社会的理性对话,有利于建构良性的国家与社会关系。
微博話語權由草根穫得還是由精英控製是學界爭論的焦點。以國傢與市民社會理論為切入點,傳統媒體屬于國傢領域,微博中的精英與草根同屬于社會領域,就建構一箇良性的國傢與社會關繫而言,無論是精英抑或草根掌握話語權實質上皆增彊瞭社會相對于國傢的整體的話語權,故其話語權之爭無關緊要而屬于偽問題。國傢通過政務微博等方式爭奪微博話語權,進而形成微博話語權爭奪的“國傢精英—社會草根的精英—社會草根的草根”的三元主體格跼,其實質為“國傢—社會”二元模型,但通過與社會的理性對話,有利于建構良性的國傢與社會關繫。

The Microblog discourse power is obtained by grassroots or controlled by the elite is the focus of the academic debate.On the state and civil society theory as the breakthrough point, traditional media was owned by the state,the elite and grassroots in Microblog belong to social fields.In terms of constructing a benign relation between the state and society,either elite or grassroots mastered the discourse power,it essentially all strength-ened the social discourse power relative to the country′s,so it didn′t matter who was the master of the discourse power.It was an aliasing problem.The state vyied for the Microblog discourse power by the Microblog of govern-ment affairs and so on.Further more,It came into being the ternary structure———"national elite-the elite of the social grassroots-the grassroots of social grassroots",however it is"state-society"binary model in its essence.But through a rational dialogue with the social,it is beneficial to construct the benign relationships between country and social.
