“协商民主”和“民主协商”是我国政治文化生态中两个具有不同内涵又有特殊关系的范畴。界定两者的差别和联系,揭示其历时性递进、共时性协调以及体制内和体制外的互通关系,对于纠正理论误读,提防认识错觉和实践错位,避免“协商形式主义”,以及深入贯彻十八届三中全会关于“推进协商民主广泛多层制度化发展”的精神,都有着重要的意义。

“Deliberative Democracy” and “Democratic Consultation” have different connotations and special relationships in Chinese political and cultural ecology. Deifning the differences and connections of the two points has the enlightenment signiifcance to reveal the diachronic progress, synchronic coordination and communicative relationship within and outside the system, to correct theory misreading, to beware of iclusive understanding and dislocated practice to avoid “negotiation formalism”, and to implement the spirit of “promoting the wide multilayered systematic development of Deliberative Democracy”presented in the Third Plenary Session of the Eighteenth Chinese Communist Party.
