公共交通城乡一体化，是打破城乡客运“二元化”管理体制和运行机制，实现城市与县、乡、村客运线路公交化运作的新型交通模式。本文对安阳市公共交通城乡一体化改造工作进行了深层次思考和探索，提出了实施“三步走”战略，构建三级公交网络，采用国有收购、股份制经营和期满收购三种模式，有步骤地推进市域范围内公共交通的公交化改造，实现公共交通城乡一体化发展。

Integration of urban and rural public transport is a new transport mode to break the“binary”management system and operation mechanism of urban and rural passenger transport, and to realize the public transport operation of rails and roads in urban area and towns, countries and villages. In this paper, Anyang City public transport integration of urban and rural transformation was thought and explored in depth,the implementation of the“three-step”strategy was proposed,a three-level bus network was built,three modes of the acquisition of state-owned,joint-stock operation and expiration of the acquisition were adopted,the transformation of buses within the area and the scope of public traffic transportation was promoted step by step,to realize integration development of urban and rural public transport.
