苏格兰高等教育体系已经从统一的教育系统，转变为高度多样化的系统，职业学院是苏格兰高等教育体系中的重要组成部分。政府设计了职业学院与大学衔接的通道和路径，职业学院学生具有越来越多进入本科院校的机会，职业学院成为本科教育准备机构，且呈增长趋势。苏格兰政府通过资格框架、建立专门机构及提供经费等政策举措来保障这种衔接。借鉴苏格兰的经验，我国应重视职业教育体系的衔接，并通过各种制度建设保障衔接。

The higher education system in Scotland has changed from a unified educational system into a diverse system, the vocational colleges became the important part of higher education system in Scotland. Students enrolled in vocational colleges, if they are willing to enter the university to get a degree, the Scottish government designed the channel and path connection between colleges and universities. The HNC and HND students of the colleges can have more opportunities, there is a growing tendency that the colleges’ students with HNC and HND certificates like to earn a bachelor's degree, and HNC and HND play an increasingly important role in ensuring the equality of higher education, so the government of Scotland issued a series of relevant policy initiatives to ensure the articulation, it also provides some policy reference for vocational system reform in China.
