1895年,我国近代第一所大学北洋大学堂建立,直到1911年共创建了全国性的大学堂三所,高等学堂21所,但无一例外,这些高校的建立都遵循了“先建章程,再兴学校”的办学模式。之所以选择这种模式,在于“兴学强国”的时代背景,大学创办者试图通过章程确立与之相关各方的关系以及中国传统学校建立规程的历史传统等方面。
1895年,我國近代第一所大學北洋大學堂建立,直到1911年共創建瞭全國性的大學堂三所,高等學堂21所,但無一例外,這些高校的建立都遵循瞭“先建章程,再興學校”的辦學模式。之所以選擇這種模式,在于“興學彊國”的時代揹景,大學創辦者試圖通過章程確立與之相關各方的關繫以及中國傳統學校建立規程的歷史傳統等方麵。

In 1895, our country's first university Peiyang University was established, until 1911 when the Qing Dynasty fell, our country total had three University and twenty-one junior colleges , all abiding by the school running mode of“Setting up Regulations First and Establishing School Second” against the specific time background of“flourishing schools and strengthening the country”, just because of universi-ty founders'trying to establish the internal and external relationships through the regulation, and of the historical tradition of establishing regulations for running universities in the history in China.
