按照依法治国重大战略部署，应当及时有力推动医疗卫生立法工作，就如何依法加强和规范医疗卫生服务，维护群众健康权益，保护健康资金使用与管理，规范医务人员执业行为，促进医疗卫生机构发展，保护从业人员积极性展开讨论，得出了应当建立以医疗卫生基本法为统领，以系列专门法律法规为重点的医疗卫生法律体系，形成医疗卫生领域法制建设的新生态和新常态的立法观点。
按照依法治國重大戰略部署，應噹及時有力推動醫療衛生立法工作，就如何依法加彊和規範醫療衛生服務，維護群衆健康權益，保護健康資金使用與管理，規範醫務人員執業行為，促進醫療衛生機構髮展，保護從業人員積極性展開討論，得齣瞭應噹建立以醫療衛生基本法為統領，以繫列專門法律法規為重點的醫療衛生法律體繫，形成醫療衛生領域法製建設的新生態和新常態的立法觀點。

According to the rule of law major strategic deployment, it shall timely vigorously promote health legislation, how to strengthen and standardize the medical service, to maintenance the health of the masses rights and interests and to use the funds and management of health protection, to standardize the behavior of medical practitioners, and to promoting the development of medical and health institutions, discussing enthusiastic to protect the employees, which we should establish medical health law as a guide, health law system with series of special laws and regulations as the focus of new legislation and the new normal form view of ecological construction of legal system of medical and health fields.
