Combining with work experience,the paper starts from the concept of the engineering bill of quantity,points out the bill model is the new one for the market-oriented economic development,which will be good for regulating the pricing behaviors and market order and promote the cost management of the engineering programs in China,and analyzes and explores the whole-process cost control strategies in the engineering pro-gram under the engineering bill of quantity.
