研究紧扣医改领域的热点问题，针对北京市医疗资源配置不合理，医院与社区的分工协作机制尚未形成等现实问题，明确北京市医疗资源纵向整合的制度路径，以筹资、支付、管理和服务提供为切入点，创新和优化制度安排，设计实时监测软件，探索建立一套符合北京市发展现状的医改整合制度，为政府部门出台相关政策提供借鉴。

This research focuses on the hot issues in the field of health care reform. Aiming at unreasonable configuration of medical resources in Beijing, no division of labor or collaboration mechanism of hospital and community and other practical problems, the system path of vertical integration of medical resources in Beijing is defined. With financing, payment, management and service delivery as the breakthrough points, the system arrangement is innovated and optimized, the real-time monitoring software is designed, and integration system of health care reform consistent with the current situation of the development of Beijing is explored, so as to provide reference for government departments' issuance of relevant policies.
