基于防震减灾的迫切需求，提出并设计了城市地震信息处理和应急指挥系统的建设目标、总体架构、各项功能和实现方法。在根据数据标准规范整合的地震专业数据库基础上，系统运用了地理信息系统（ GIS）技术和震害评估专业模型，采用 Oracle+ArcSDE+ArcEngine 二次开发方案，实现地震信息的综合处理、灾情评估、应急指挥与辅助决策等功能。目前系统已经在城市防震减灾工作中成功应用多年，在提高区域防震减灾能力方面发挥了切实、有效作用。

Based on the urgent needs of earthquake disaster mitigation,this study proposed and designed the con-struction goal,overall structure,functions and its implementation of urban earthquake information processing and emer-gency command system. After the professional database of seismic is established in according to the standard specifica-tion,a series of functions has been implemented based on geographic information system(GIS)technology and seismic hazard assessment methods,such as of earthquake information integrated processing,disaster assessment,emergency com-mand and assistant decision-making. This system is developed by the software of Oracle and ArcSDE and ArcEngine. The system has been successfully applied in urban earthquake disaster reduction for many years,and plays a practical and effective role in the regional earthquake disaster reduction.
