行刑衔接又叫“两法衔接”，一方面是指以启动并实现刑事追诉为中心，将行政执法过程中发现的涉嫌犯罪案件依法纳入刑事司法的办案协作机制，另一方面也指公安、检察机关将其在办理刑事案件过程中发现的不构成犯罪，但需要予以行政处罚的案件，移送有关行政执法机关处理的办案协作机制。该研究介绍了寿光市卫生行政部门在“行刑衔接”工作中的几点做法，指出了卫生行政执法中涉及“行刑衔接”的几个问题，提出了促进行政执法与刑事司法衔接工作的几点建议。
