In the paper, related concept of bid competition and competitiveness, distinguishing and judgment methods of competitiveness existence and strength are described. Factors affecting bid competitiveness, and judgment rules of bid evaluation experts on bid competitiveness in the bidding process are analyzed from the perspectives of bidders, bidding price control, tender offer, bid evaluation method and bid evaluation expert.
