农村集体土地确权登记发证是对农村集体土地所有权和集体土地使用权等土地权利的确权登记发证。本文主要以农村土地确权和建库为研究对象，以地籍调查、土地权属调查、地籍数据库建设为主要研究内容，据此建立土地档案或地籍信息系统，供实施土地管理工作和合理使用土地时参考。

Rural collective and ownership registration certification is to Confirm and register land proprietary right and use right of rural collective land .This paper takes rural land right confirmation and database construction as the research object , sets up land record so cadastral information system based on study of cadastral survey , landownership survey and cadastral database construction .
